Top things to know about using services when travelling in the EU
Telia mobile plans include calls, SMSs and a fixed amount of internet that you can use while travelling in EU Member States under the same conditions as in Estonia.
NB! The Estonian price list does not apply if you are roaming in the European Union and call a phone number outside the European Union from an Estonian number. For example, if you call a Russian number from your Estonian number while in Finland, the charge will be calculated according to the roaming price list established by the Finnish network operator.
In general, while roaming in European Union countries, these services can be used with equally as good quality (i.e., in terms of availability of services, data communication speed, etc.) as when you are in Estonia. At the same time, when roaming, it must be taken into account that in some countries, these services may also be offered at a lower quality than in Estonia, primarily due to technical capabilities. For example, in some areas, newer generation (4G, 5G) networks/coverage may be missing, or there may be other objective external factors affecting the quality of services (e.g., topographic ones). The quality of services is also affected by network load, the user’s position relative to the base station, the technical parameters or settings of the user’s device, etc.
If the quality of the services of the telecommunications operator in the European Union country you are visiting differs significantly from the quality characteristics of your domestic plan (e.g., from the maximum speed of mobile internet) and this significantly affects the use of these services, you can notify Telia thereof.

Estonian prices and conditions apply in the following countries:
Austria, Belgium, Bulgaria, Croatia, Cyprus, Denmark, Finland, France, French Guiana, Germany, Greece, Guadeloupe, Hungary, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Martinique, Mayotte, Norway, Poland, Portugal, Reunion, Romania, Saint Martin, San Marino, Slovakia, Slovenia, Spain, Sweden, the Vatican City, the Czech Republic, the Netherlands.
NB: Mobile internet is not available in the following destinations: Mayotte, Reunion.
Countries in Europe without regulated roaming prices: the UK, Gibraltar, Monaco, Switzerland, Andorra, and Balkan countries such as Serbia, Albania and others. Please also note areas of the European Union such as Cyprus, Southern France, etc., where networks of operators from non-EU countries may be present and where you will be charged according to their tariffs.
In most cases, calls made abroad to local service numbers and other premium rate numbers are not counted as regulated calls. Special rate numbers are, for example, airline and shipping companies, banks, parking providers, etc. For example, in Finland, special rate numbers are +358-100; +358-200; +358-600; +358-700; +358-800 (the list is not exhaustive). Depending on the country and operator, such calls can cost between € 0.60 and € 7/min.
The principles of reasonable use apply to the use of roaming services in the EU Member States: EST / RUS / ENG
Outgoing calls are usually charged by the minute. This means that if you have a call for 42 seconds, for example, you pay for one minute.
Mobile-ID also uses the SMS service for authentication and digital signature abroad. All SMSs will be charged according to the external operator’s tariff.
If you have data roaming turned off on your phone, you will not be able to use mobile internet abroad and you will not be charged for the service.
In any case, if data roaming is turned on for the phone, there will be a charge for using mobile internet.
If you want to use a little bit of mobile internet every day, it is a good idea to subscribe to a 7-day Weekly Plan in Estonia up to 7 days in advance.
If you have not opted for a Weekly Plan or MB-based pricing, you will be covered by the default Daily Plan, which keeps your internet costs under control for 24 hours.
If data roaming is switched on for your phone, you will immediately start using the internet abroad and the Daily Plan will be activated.
Daily Plan
The Daily Plan is renewed every 24 hours. If you have stopped using the Daily Plan and have switched off data roaming on your phone, the new Daily Plan will not be activated until you start using mobile internet again (for example, after 3 days and as long as data roaming was switched off on your phone, there is no Daily Plan charge).
The Daily Plan is automatically activated as soon as you or your device starts using the internet abroad.
Examples of Daily Plan activation
- Removing airplane mode on a phone that has data roaming turned on in the settings, and the phone starts positioning the location, for example.
- Ordering a taxi via an app
- Opening an email application, which then automatically checks incoming emails.
If the 24-hour period of the Daily Plan expires and you do not want to use the next Daily Plan, you will need to turn off data roaming on your phone!
Weekly Plan
With the Weekly Plan, you can use mobile internet in countries where Telia offers the Weekly Plan service.
You can subscribe to the Weekly Plan up to 7 days in advance via the My Telia app or by SMS (see the Telia website for instructions). The Weekly Plan is activated the first time you use the internet on an external operator’s network after subscribing.
The Weekly Plan is valid for 7 days (168 hours) from activation, or until capacity is reached.
You can also pre-subscribe for the next Weekly Plan during the validity of an existing Weekly Plan when 75% of the capacity is used.
Before travelling outside the EU and deciding on the Daily or Weekly Plan, think about what you want/need to use mobile internet for and how much mobile internet you need!
For example:
- whether you intend to send emails;
- whether there is a need to transfer files by email;
- whether there is a need to use a cloud document repository (Google Drive, Dropbox, etc.);
- whether you want to navigate news portals or other different websites;
- whether you want to transfer, upload or download pictures and videos;
- whether you want to use GPS, traffic or other location-based apps (Tripadvisor, Bolt, Uber, etc.);
- whether you plan to use social networking apps (Messenger, Twitter, Skype, etc.).

Please note that the Daily and Weekly Plans have capacity limits, and once they have been consumed, you will not be able to continue using the internet or you will need to subscribe to a new plan.
- Download movies, music or audio files (podcasts) before you travel or when you are on WiFi. Do not watch videos on YouTube, Netflix, etc. These can consume a lot of mobile internet.
- Turn off syncing your pictures to the cloud. For example, if one image is 5 MB, sending it to a friend will not use much internet. However, if you have taken 50 images in a day, that is 250 MB, or 0.25 GB, and uploading them to the cloud can use up the whole Daily Plan without you even realising it.
- Log out of apps with automatic data access features.
- When transferring images and videos, reduce their resolution.
- Where possible, use a WiFi network to keep mobile internet capacity to essential use only.
Think of your internet usage roughly like this:
- sending one email: 2 MB (if the letter does not contain any files)
- uploading 2 images: 10 MB (depending on image resolution)
- Sending 4 messages on social networking apps: 2 MB (does not include image and video upload)
- 1 hour of film (YouTube, Netflix): 1–7 GB (depending on video quality)
- 10 min. WhatsApp call (without video): 5 MB
- 10 min. WhatsApp call (with video): 75 MB
- 1 hour of listening to music: 0.2 GB
If you are a frequent visitor to high-volume websites or video portals, it is possible to use up several GB of data in a day or two. NB! Advertisements on the website consume more internet.

- If you have data roaming turned on in your phone settings when you are abroad, you are already using the internet and by default you are covered by a Daily Plan, which keeps your costs under control for 24 hours.
- You can check your internet usage on the My Telia app. There, you can track the capacity of the Daily Plan or the Weekly Plan you have subscribed to, the expiry date of the plan, and subscribe to the Weekly Plan.
- Telia will send you an SMS when your Daily or Weekly plan starts to fill up.
- Decide for yourself whether or not to use mobile services abroad.
- Think about the situations for which you need a mobile service: just for calling and texting, or also for using the internet (and for which activities you need the internet).
- Before you travel, check the roaming prices and conditions on the Telia website and the conditions for using the internet in your destination country.
- Remember that different tariffs apply when travelling outside the European Union.
- It is up to you to decide whether to turn data roaming on or off in your phone settings. With roaming turned on, your phone will use the internet anyway.
- When travelling outside the European Union, the default 24-hour Daily Plan applies (€ 6–12 for private customers, € 12 + VAT or € 15 + VAT for business customers).
- If you are travelling outside the European Union, you can subscribe to the Weekly Plan in advance via the My Telia app or SMS.
- Based on the above information, make the right choice according to your needs and budget!
- There is also a monthly limit for using the internet abroad (€ 60 by default, which you can change if you wish). This means that your internet invoices will not exceed the relevant limits.
